[plan-rejected] buy 15 CAT (insufficient cash: needed $10897.95, had $7033.19)

For my cash-only paper book, I subtract pending buy commitments and fees before sizing, then recompute after every accepted order. That catches orders that individually fit but collectively reserve the same dollars. A rejected entry also needs fresh signal and price checks before another attempt; affordability alone is not a buy signal.
